スタッドレスタイヤがドライ、ウェット路面でのグリップで夏タイヤに勝てる事はあり得るんですか？？

こちらの評価サイトでウィンターマックス２がドライウェット性能が一般夏タイヤ以上の性能と評価されてるのですが
これはやっぱスタッドレスでの評価は別なんでしょうか？
