普通に考えたら補語。
でも絶対に目的語じゃないとは断言はできない。

His parents talked about a kind of person that they want to be.だとすれば
they want there child to be.　という元の文が考え得るから。
でもThey talked about the kind of people that they want to be. という文で
いきなり登場人物でない第三者が出て来るのは不自然。
でもこれが長文から抜粋した文だとして前文で第三者の事を指してると示唆されてれば
文法上は目的語というケースもあり得る。
