a law that said ... は「．．．という（と定める）法律」ということですが、この「．．．という」に当たる表現が英語では名詞によって変わるんですよね。
竹岡『英作文が面白いほど書ける本』を使って例を挙げてみましょうか。
①「．．．という経験 / 思い出」：(the) experience / memory of ...
I have no experience of teaching English. 「私は英語を教えた経験がありません」
②「．．．という事実 / 可能性」:the fact / possibility that ...（同格名詞節ですね）
Ann accepted the fact that she had a special talent for music. 「アンは、自分に音楽の特殊な才能があるという事実を受け入れていた」
③「．．．という記事 / 手紙」：an article / a letter saying that ...(or which says that ... など)
I read a magazine article saying that breast-fed babies are healthier than bottle-fed babies. 「母乳で育った赤ん坊の方がミルクで育った赤ん坊より健康だという雑誌の記事を読んだ」
I read a newspaper article this morning that said that Japan should abolish the death penalty. 「今朝、日本は死刑を廃止するべきだという記事を新聞で読んだ」
④「（Aが）．．．するという傾向」：the tendency (for A) to V
The tendency for young people to be indifferent to politics is nothing new. 「若者が政治に無関心だという傾向は今に始まったことではない」
・・・厄介ですね。lawはこの③の場合に当たるわけです。
