4.2Recommended configurationFor optimum navigation performance,
the recommended navigation rate configuration is as follows:
The default DR/GNSS-fused navigation solution update rate of 1 Hz is recommended.
You can set the navigation update rate with the message UBX-CFG-RATE.
(In this mode, navigation rates up to 30 Hz are also available from the UBX-HNR-PVT message.)

UBX-HNR-PVTなら30Hzでも動くようなこと書いてありますよね。
そのデーターを使って動くようにしたのがkamabokozさんが作ったUsbGps4Droid - For U-blox NEO-M8Uなのです。
このソフトNEO-M8Uのデフォルト設定では動かないですよ。
U-centerのConfiguration View -> MSGからUBX-HNR-PVTをUSB出力
F0-00 NMEA GxGGA〜F0-05 NMEA GxVTGを全てOFF
Configuration View -> HNRのレートを安定するレートに設定。（UDR1.00は最大20Hz?）（UDR1.21は最大30Hz）
あとはUsbGps4Droid側の設定、疑似ロケーションの設定を間違わなければ動くだろう。
